Job Profile:

The Senior Risk Policy Officer contributes to the development, enhancement, and maintenance of the OPEC Fund’s enterprise‑wide risk management framework. The role supports the formulation of comprehensive risk policies, methodologies and processes that align with institutional objectives and Multilateral Development Bank (MDB) best practices. The incumbent ensures the integrity of risk data, models, analytics, and reporting systems, and contributes to the evolution of risk‑related IT capabilities. Through these efforts, the Senior Risk Policy Officer strengthens the organization’s ability to identify, assess, and mitigate risks, supports prudent decision‑making, and enhances the resilience of the OPEC Fund in alignment with MDB best practices.

 

 

Duties and Responsibilities:

Policy development and implementation

  • Is responsible for the development, implementation and maintenance of risk management policies, methodologies, processes, and systems for identification, measurement, mitigation, and reporting of the risks in OPEC Fund's operations (capital adequacy, credit risk, and provisioning, pricing policies, ALM)
  • Produces the data, analysis and reports required for quarterly risk reporting, financial statements, and supports rating agency data submissions in coordination with other staff
  • Advises on risk policy and methodology matters to other departments
  • Supports the administration of the Risk Management Committee, including coordination and preparation on meeting schedules, agenda, materials, and minutes

 

Risk management and analysis

  • Implements IT projects and other specialized projects to meet risk management requirements related to market risk, operational risk, and ECL calculations, and contributes to ongoing enhancements of internal risk systems and processes for automation, efficiency, and improved control
  • Is responsible for developing and maintaining risk data and analysis for use by key stakeholders, including member countries, bond investors, rating agencies, and regulators

 

Research and analysis

  • Researches and analyzes various matters related to risk management to ensure alignment of OPEC Fund's risk policies and methodologies with MDB best practices

 

Reporting

  • Contributes to the preparation of quarterly and annual risk management report and risk sections of financial statements, and supports the development of monthly risk report
  • Supports the preparation for data and analysis required for annual rating agency exercise
  • Produces the Expected Credit Loss (ECL) reports

 

Performs any other related tasks as assigned by the Director to support the effective delivery of the Unit, Department and OPEC Fund’s mandate.

 

 

Qualifications and Experience:

  • Master’s degree in Accounting, Finance,  Economics or a (closely) related field 
  • A minimum of 10 years of relevant professional experience in banking, of which at least five (5) years’ directly relevant experience within an international financial or development institution, with focus on development of risk policies, methodologies, and IT systems
  • Sound understanding of MDB risk management framework, including Capital Adequacy, ALM, Pricing Policies, and provisioning policies
  • Sound understanding of rating agency methodologies and ability to prepare data submissions to three international credit rating agencies
  • Strong analytical skills for risk management portfolio analysis and reporting including loan and treasury portfolio, including the ability to draft long-form reports, strategy documents, and professional presentations
  • Strong understanding of risk management IT systems
  • Experience in dashboard development and data visualization tools (e.g., Power BI) is an asset
  • Fluent in English. Good working knowledge of Arabic, French or Spanish is an added advantage.
